Chassis Survey Collaboration

The National Cooperative Freight Research Program has
contracted with CPCS to write a GUIDEBOOK FOR ASSESSING
EVOLVING INTERNATIONAL CONTAINER CHASSIS SUPPLY MODELS,
which is to be nearly complete by the time new steamship
contracts are negotiated next May.
As part of its National Cooperative Freight Research Program
(NCFRP), the Transportation Research Board has commissioned
a team led by CPCS to develop a Guidebook on evolving
international container chassis supply models for the
benefit of cargo owners, public officials, and other
transportation stakeholders. Broadly, the Guidebook will
serve to describe the functions and uses of international
container chassis in freight movement and to provide a
global picture of chassis supply, ownership, and management
models and related implications for logistics management as
well as to identify the costs and benefits of different
chassis management models by stakeholder category in the
U.S.
The HTA LMC’s have asked to meet with Steve Rubin, who is
spearheading the interview portion of this project to review
potential impact of chassis ownership changes on the port
trucking community. This will be both a learning experience
and a chance to input into the process. |

In the holiday spirit, we will conduct a Food Drive
accepting donated food chain gift cards like Von's, Ralph's,
Albertson's, etc, or bank cards that can be used to purchase
food items for the needy. All attendees are encouraged to
donate a gift card. HTA will collect the cards and donate
them to a worthy organization.
This year, we will be greeted with live piano holiday music
during our cocktail hour. Our menu will be similar to last
year, with tray served appetizers, and a menu of salad,
prime rib, chicken, a vegetarian entrée, and all the
accompaniment! Following dinner, we will have a local group
get us in the mode with a Christmas program, followed by a
door prize raffle (please bring a raffle prize). Each
attendee will be given one free raffle ticket.
Plan to join us at the ONE MEETING per year that we are not
dealing with issues, issues, issues!!!

The HTA has been asked by the Gateway Cities
Council of Governments and other planning agencies, such as the
MTA, to provide feedback and information from the trucking
industry perspective on the proposed I-710 Expansion /
Modernization Plan.
As a member of the HTA, your participation will allow the
aforementioned agencies a better understanding of certain issues
that truck operators, dispatchers, and fleet managers encounter
when attempting to efficiently move goods in the region and at
the Ports. Specifically, the goal of the meeting is to:
- Present an overview of the Gateway Cities Technology Plan for
Goods Movement;
- Learn first-hand from you about the types of issues that
negatively impact the productivity of truck-based goods movement
in the Gateway Cities Region;
- Learn about your how truck fleets in the region currently
communicate with dispatchers and what some potential
improvements to the process and technologies may be
- Get your thoughts on how technology and communications can be
improved to reduce the time and cost that truck operators and
fleet managers incur as a result of inefficient processes
- As a member of the Harbor Trucking Association, you are
encouraged to join me and your fellow HTA members at this
important meeting.

Bob Roginson, former counsel for the California Labor
Commission and current partner at the firm of Atkinson, Andelson,
Loya, Ruud & Romo, will speak to us again about recent
developments on the misclassification front including: the
recent 9th circuit decision involving the ATA; Department of
Labor funding for coordinated federal mis-classification effort;
and, other related labor issues.

Our
meeting next week will be packed with valuable
information that none of you want to miss. The
issues we are featuring are:
I-710 expansion:
While we are all busy trying to keep our new trucks
as productive as possible, there are many issues
going on that will impact us significantly in the
future. One of the biggest issues is the I710
expansion. With our current Port volumes about
between 18 and 25,000 truck trips move on the 710
freeway every day. The projection is that it will
increase to 90,000 moves in the next 10 years. At
that point, the freeway will be gridlocked, and the
30 minute runs up the 710 will increase to 2-3 hours
if nothing is done. Jerry Wood heads the effort to
mitigate this, and to plan for an expansion that
will handle this volume, while meeting the
environmental demands of the community. There's a
lot of proposals floating, from making it a tollway
for trucks, to mandating the use of only electric
trucks on the truck lanes. HTA is at the table on
this planning effort, and it is important that you
know what's being planned. Jerry will be speaking
to us about this project.
Political
awareness: We all know how business friendly
the city and port of Long Beach has been,
particularly when compared to the neighboring port
and city of Los Angeles. Much of this is a result
of attitude of the elected officials, who realize
that business creates jobs, and jobs make a city
successful. We've asked Patrick O'Donnell, city
councilman for the 4th district of Long Beach to
address us and get to know our industry better.
Councilman O'Donnell has announces his intention to
run for the State Assembly, and we want to help him
understand how important our industry is to Long
Beach, and to the State. He has a reputation for
being labor friendly, but is reaching out to us, a
positive indication of his understanding of the
importance of our industry.

HTA Casino Night-PAC
Fund Raiser Shoreline Yacht Club

The
evening included food, gaming, prizes, a
professional cigar maker and fun. Net proceeds will
fund the HTA PAC.
One
of the best ways we can support our organization is
donate to the political causes and candidates we
support. The HTA State Political Action Committee
was formed last month just for that purpose. Whether
its tracking important legislation like AB 950,
weighing in on operational issues at the Ports such
as better turn-times or promoting candidates for
office that share our views, the PAC is an integral
part of what we do. In addition, it gives our
organization the visibility needed to advocate
effectively for our industry.
Our first “HTA CASINO NIGHT” raised nearly ten
thousand dollars with proceeds benefitting the HTA
State PAC. As you know, there are number of
political races and issues in front of us – AB950
will be re-introduced in the State Assembly, fees
for PierPass have recently been increased and major
infrastructure projects, such as the Gerald Desmond
Bridge replacement, are underway and need industry
support. Your contribution to the PAC allows us to
do just that. |

Enforcement Officer for the CHP addressed the HTA
concening enforcement efforts, BIT inspections, and
improvements he sees that harbor truckers need to
make. HTA’s position is that we encourage
enforcement of all the laws on the books, and that
we encourage our member motor carriers to be in full
compliance.

Resources, shared
with us “Pearls of Wisdom” a short presentation on
best practices in Human Resources. Exalt
Resources is a member of our organization, and Dana
does work for several of our member LMC’s.

update on the Steamship chassis changes was
presented by Cindy Davies of TRAC Intermodal.

keynote speaker was the newly appointed Managing
Director of Trade Relations and Port Operations at
POLB, Sean Strawbridge. His presentation focused on
the current state of terminal operations, gate turn
times and competitive issues facing the Port. This

The December
meeting & Holiday Party included a sit down dinner
at the Shoreline Yacht Club. In the holiday spirit,

17th meeting was another full house. We thank TEC of

included an update on the issues addressed by
HTA. Thomas Jelenic, Assistant Director of
Environmental Planning, Port of Long Beach provided
an update on the Clean Truck Plan. The

It was a full house
at the HTA October 27 meeting at the Shoreline Yacht
Club-Long Beach
A
surprise visit by Long Beach Mayor Bob Foster voiced
his support of HTA efforts to improve the economy
in Long Beach and the surrounding area. He was
followed by Dr. Robert Garcia, EdD, Long Beach, 1st
district, City Council member. Robert was elected to
the Long Beach City Council on April 7, 2009, and
re-elected to a full four-year term in April 2010 to
serve the citizens of the First City Council
District. Robert is the youngest elected City
Councilmember and the first Latino in Long Beach
history. Robert is an administrator at Long Beach
City College and has taught Communication Studies at
both Cal State Long Beach and Long Beach City
College as a part-time faculty member. Robert's
passion for education led him to pursue a Doctorate
in Higher Education, which he was awarded in 2010
after publishing his dissertation on California's
educational policy. Robert also holds a Masters
Degree in Communication Management from the
University of Southern California and a Bachelor's
Degree in Communication Studies from California
State University, Long Beach.

our September 22 meeting. Bonnie Lowenthal chairs
the Assembly Committee on Transportation and the
Select Committee on Ports. She represents Long
Beach, San Pedro, Signal Hill, Avalon, Rancho Palos
Verdes, Rolling Hills, Rolling Hills Estates and
Palos Verdes Estates, which includes the Ports of
Los Angeles and Long Beach. Issues

non-members and associate members registered for
this meeting. HTA President Fred Johring
introduced the presenters during the evening.
Alex Cherin addressed trucking and supply chain
issues that concern all of us: Increased
turn-time efficiencies at the terminal gates;
-Opposition to the F4A amendment and employment
flexibility; -Best practices moving forward on
chassis and other operational issues. James

Development Centers provided a PowerPoint
presentation that highlighted the best practices

The Harbor Trucking Association launched a
membership drive at a facility in Long Beach
Harbor. Members and vendors crowded the facility to
meet the HTA Leadership Team and to participate
in breakout stations to discuss: Turn times, Tractor
leases, Demurrage/Per Diem, and I.O.O.

Harbor Trucking
Association Monthly Meeting
On
June 24, 2010 Long Beach Mayor, Bob Foster
addressed the Harbor Trucking Association. The
meeting was held at the Reef Restaurant, 880 Harbor
Scenic Drive, Long Beach, CA. Mayor Bob Foster is a
widely-respected business and community leader who
was elected as the 27th mayor of Long Beach in June
2006 and reelected in 2010. Mayor Foster served as
president of Southern California Edison before his
retirement in 2006 after more than 20 years with the
company. A presentation by Joe Moch of ACAT Global
was part of the program.

Congressional Hearings Update
The
May 5th hearings in Washington, D.C. and the follow
up to investigate equipment leases and the whole
attempt to reclassify owner operators is a serious
attack on the Owner Operator business model.
Our keynote speaker, Bob Roginson, has represented
private and public employers in state and federal
courts and administrative agencies and has defended
employers in class actions involving a variety of
allegations, including employee misclassification,
meal and rest period violations, off-the-clock
claims, and record keeping violations. He also
counsels employers on California and federal
wage/hour and pay practice laws, prevailing wage
laws, labor relations and union matters. Mr.

trial that commenced on April 20th. Also on the
